FONSIS provides:

  • quasi-equity (equity loans, convertible loans, subordinated loans, etc.)
  • fund raising
  • strategic advice and sector expertise
  • seeking partnerships and markets
  •  Preliminary analysis of the project
  • Technical, financial, accounting, legal, environmental and social due diligence
  • Approval by the decision-making bodies (investment committee, board of directors)
  • Negotiation and conclusion of the investment contract
  • Disbursement, once the conditions precedent have been met (including the raising of debt)
  • Monitoring and reporting
  • Payment of dividends by the project, if applicable

  • Publication in the Journal Officiel
  • Composition of shareholders
  • The last 3 financial statements and the business plan
  • Tax clearance for existing companies
  • Projects or companies with high potential for growth and job creation in Senegal
  • Projects in the sectors covered by the Emerging Senegal Plan (ESP)

The criteria depend on the Fund investing.

FONSIS:

  • Minimum net IRR of 12
  • Investment in excess of 300 million FCFA for FONSIS
  • Economic, social and environmental impact.
  • Economic and social impact

The Agri Fund:

  • Minimum net IRR of 12
  • Investment of CFAF 50 to 300 million for the SME Fund,
  • Economic, social and environmental impact.

ABOUT FONSIS

The Strategic Investment Fund of Senegal (FONSIS SA.) was created by Law 2012-34 adopted on 27 December 2012. It adheres to the Santiago Principles which govern the operation of the largest international sovereign wealth funds of member countries of the International Monetary Fund (IMF).
