Agropole Sud Operating Company (SCEAS)Â is responsible for operating the first of a series of
five agropoles to be set up in Senegal. The agri-business sector faces a number of obstacles, including the cost of energy, the lack of a structured value chain, the low level of development of local
industry, access to land and basic infrastructure such as warehouses, of which there are still very few.
Intending to boost agro-industrial added value and reduce dependence on imports, the Senegalese
government has decided to set up five integrated agropoles.
Agropole Sud targets priority sectors (mango, cashew nuts and maize) and complementary sectors
(bananas, milk, citrus fruit and non-timber forest products). It covers the regions of Ziguinchor, Kolda
and Sédhiou. The FONSIS subsidiary, Construction and Operating Company (SCE) of Agropole
South, is responsible for setting up the private infrastructure.
the operating company set up for this purpose by FONSIS, aims to develop aquaculture farms with a total capacity of 10,000 tonnes in the long term, while contributing to the emergence of a local fish feed production industry, in collaboration with industrial operators, so that the sector has access to quality inputs at lower cost to promote the development of the sector. The project is being carried out in collaboration with the Minister for Fisheries and the Maritime Economy, FONSIS, the National Aquaculture Agency (ANA), the Operational Office for Monitoring the Emerging Senegal Plan (BOS) and the Office for Lakes and Watercourses (OLAC).
a start-up founded in 2017, DB Foods SA operates in the commune of Diama (Saint-Louis), in the
Senegal River Valley. FONSIS supported the company from financial structuring to operational
monitoring, including institutional support and fundraising with other financial partners and
government instruments such as the DER (Délégation à l'Entreprenariat Rapide).
The aim with DB Foods is to develop an inclusive economic model that is better adapted to the specific characteristics of our economy. This is why the company has opted to set up a high- performance industrial unit close to production areas, capable of offering farmers long-term outlets. In this way, a whole value chain is structured by networking the various players and improving the conditions in which they can carry out their activities and their income. The plant has an annual processing capacity of almost 10,000 tonnes, and is designed to supply the Senegalese market with quality white rice as a substitute for imported rice. It is marketed under the Tiep bi brand(https://www.tiepbi.com).As well as processing paddy and marketing Tiep bi and white rice by-
products (bran and rice straw), DB Foods also offers colour sorting services to third parties to reduce
impurities in white rice. In this way, DB Foods is meeting a much-needed need, as the service is non-
existent in the Senegal River Valley.

BIOSOY BIOSOY is the first agricultural project run by FONSIS. It involves producing a high-value-added crop near Lac de Guiers in the commune of Syer (Louga region). A first phase of 100 ha was launched in 2017 as a pilot and produced sorghum fodder. The aim is to launch a 1000 Ha farm in the second phase for the production of seeds, cereals and fodder for livestock feed. The project is a vehicle for developing the local economic fabric, on the one hand through the development of livestock farming (purchase by BIOSOY of manure and organic matter, provision of water points and access corridors to the lake, provision of services to livestock farmers, etc.) and the construction of infrastructure by the project: laterite tracks, water, electricity, etc.).
The Strategic Investment Fund of Senegal (FONSIS SA.) was created by Law 2012-34 adopted on 27 December 2012. It adheres to the Santiago Principles which govern the operation of the largest international sovereign wealth funds of member countries of the International Monetary Fund (IMF).
