Dakar, October 8, 2025<\/strong> - On the bangs of the Invest in Senegal Forum and chaired by Mr. Birame Souleye Diop, Minister of Energy, Oil and Mines, a round table was held on the financing of the Renewable Energy and Energy Efficiency Fund (REEF), a major lever for financing the energy transition carried by the Strategic Investment Fund of Senegal (FONSIS).<\/p>\n\n\n\n

In collaboration with the Africa Climate Foundation (ACF) and the Global Green Growth Institute (GGGI), FONSIS has developed the Senegal Green Energy Fund to catalyze private sector investment in green growth and energy sovereignty in Senegal and the UEMOA zone.<\/p>\n\n\n\n

With a target size of FCFA 135 billion, the Green Energy Fund Senegal will make equity investments in renewable energy and energy efficiency projects initiated by private companies in Senegal or the sub-region.<\/p>\n\n\n\n

The round table brought together a large community of donors, including the AfDB, the World Bank, IFC, Bloomberg Climate Works, BOAD and international partners such as the European Union, Germany, France, the United Kingdom and Canada. They unanimously welcomed the creation of the Senegal Green Energy Fund, and expressed their interest in supporting the deployment of this local climate financing vehicle.<\/p>\n\n\n\n

Mr. Birame Souleye Diop, Minister of Energy, Oil and Mines, recognized the timeliness of the initiative: \"The Senegal Green Energy Fund reflects the Government's commitment to creating a favorable environment for mobilizing sustainable financing. It is part of the implementation of the national energy policy, under the leadership of the President of the Republic, for a fair and inclusive transition.\"<\/p>\n\n\n\n

Mr. Babacar Gning, Managing Director of FONSIS, also emphasized the strategic scope of this new instrument: \"The Senegal Green Energy Fund is not just another fund: it is a real gas pedal of universal access to electricity and green industrialization.\"<\/p>\n\n\n\n

Lamine Ciss\u00e9, Senegal Country Manager of the Africa Climate Foundation, emphasized the value of the technical partnership: \"The Senegal Green Energy Fund represents a decisive turning point for Senegal's energy transition.<\/p>\n\n\n\n

Mr. Mamadou Konat\u00e9, GGGI Resident Representative, assured that, \"Public-private collaborations can turn climate ambitions into effective investments.\"<\/p>\n\n\n\n

Dakar, le 8 octobre 2025 \u2013 En marge du Forum Invest in Senegal et sous la pr\u00e9sidence de M. Birame Souleye Diop, Ministre de l\u2019\u00c9nergie, du P\u00e9trole et des Mines, s’est tenue la table ronde sur le financement du Fonds Vert \u00c9nergie (Renewable Energy and Energy Efficiency Fund \u2013 REEF), un levier majeur pour financer la transition \u00e9nerg\u00e9tique port\u00e9 le Fonds Souverain d\u2019Investissements Strat\u00e9giques du S\u00e9n\u00e9gal (FONSIS). En collaboration avec l\u2019Africa Climate Foundation (ACF) et le Global Green Growth Institute (GGGI), FONSIS a d\u00e9velopp\u00e9 le Fonds Vert \u00c9nergie S\u00e9n\u00e9gal pour catalyser les investissements du secteur priv\u00e9 au service de la croissance verte et de la souverainet\u00e9 \u00e9nerg\u00e9tique du S\u00e9n\u00e9gal et de la zone UEMOA. D\u2019une taille cible de 135 milliards FCFA, le Fonds Vert \u00c9nergie S\u00e9n\u00e9gal investira en capital dans les projets d\u2019\u00e9nergies renouvelables et d\u2019efficacit\u00e9 \u00e9nerg\u00e9tique initi\u00e9s par des entreprises priv\u00e9es s\u00e9n\u00e9galaises ou de la sous-r\u00e9gion. La table ronde a rassembl\u00e9 une large communaut\u00e9 de bailleurs de fonds, notamment la BAD, la Banque mondiale, IFC, Bloomberg Climate Works, la BOAD ainsi que des partenaires internationaux tels que l\u2019Union europ\u00e9enne, l\u2019Allemagne, la France, le Royaume-Uni et le Canada. Ces acteurs ont unanimement salu\u00e9 la pertinence de la cr\u00e9ation du Fonds Vert \u00c9nergie S\u00e9n\u00e9gal et n’ont pas manqu\u00e9 de manifester leur int\u00e9r\u00eat \u00e0 accompagner le d\u00e9ploiement de ce v\u00e9hicule local de financement climatique. M. Birame Souleye Diop, Ministre de l\u2019\u00c9nergie, du P\u00e9trole et des Mines, a, en ces termes, reconnu l’opportunit\u00e9 de l\u2019initiative : \u00ab Le Fonds Vert \u00c9nergie S\u00e9n\u00e9gal traduit l\u2019engagement du Gouvernement \u00e0 cr\u00e9er un environnement favorable \u00e0 la mobilisation de financements durables. Il s\u2019inscrit dans la mise en \u0153uvre de la politique \u00e9nerg\u00e9tique nationale, sous le leadership du Pr\u00e9sident de la R\u00e9publique, pour une transition juste et inclusive. \u00bb M.
